Mayor & City Council

 

Rio Grande City's 2005 City Council includes (L-R) Ruben O. Villarreal (Mayor Pro-Tem), Ruben D. Saenz (Councilman), Eloy R. Garcia (Councilman), Lupe Amador Jr. (Councilman),  Hernan R. Garza III (Councilman), and Kevin D. Hiles (Mayor).

Biographical Information

  • Ruben O. Villarreal (Mayor Pro Tem) has long been active in a myriad of community organizations and a perennial participant in the hosting of countless community events.  Most recently he has been President of the Rio Grande City Jaycees, a member of the Safe and Drug-Free Schools Committee, the Substance Abuse Coalition, the Rio Grande City Chamber of Commerce and the Rio Grande City Economic Development Corp.  Villarreal has extensive business experience having served as Owner and Co-Manager of Grande Butane for nearly 30 years.  After graduating from the Rio Grande City High School, he obtained his Bachelors in Criminal Justice from the University of Texas-Pan American.  Villarreal has four sons, Ruben Jr, Michael, Marcus and Daniel.

 

  • Ruben D. Saenz (Councilman), a native resident, worked in the automotive parts industry for more than 25 years before becoming Director of the Starr County Gas Company.  Throughout his life, he has been involved in several organizations such as the Knights of Columbus, Serra Club and the Mr. & Mrs. Club. Saenz also served as Board President of the Starr County Water Control and Improvement District #2 and is a lay minister for the Immaculate Conception Church.  He and his wife Anamaria have three children, Ruben Jr., Ricardo David, and Roberto Daniel and seven great-grandchildren.

  • Lupe Amador Jr. (Councilman) a native of Rio Grande City , has worked in a variety of teaching, coaching and administrative positions for the past twenty-five years at different levels of public education. Amador has taught at the elementary and secondary levels. In addition, he has been an elementary assistant principal, high school assistant principal and currently he is the principal at Ringgold Elementary. He has served our community as Member of the Lion’s Club, Member of the Knights of Columbus, Vice President of the Association of Texas Professional Educators, Member of the RGC Quarterback Club, Board Member of the Starr County Teachers Credit Union, Migrant Distance Learning National Committee, and Member of the Association of Texas Professional Educators. Amador is married to Josefina M Amador (also a teacher) with whom has raised three daughters, Debby, Bonny and Christina. 

 

  • Hernan R. Garza III (Councilman) is a career law enforcement professional having started his work with the Starr County Sheriff's Office in 1986.  Garza then continued to serve residents of Starr County by becoming an Investigator with the Starr County District Attorney's Office in 1996, a position he held until April 2005.  Garza is now the Police Chief for the Rio Grande City CISD.  He obtained his Associates degree from Texas State Technical Institute in 1979.  Garza and his wife Norma have two sons, Hernan IV and Jason.
